         Fiksuoto ryšio paslaugų tiekėjas privalo teikti vietinio ryšio paslaugas, tarpmiestinio ryšio paslaugas, tarptautinio ryšio paslaugas, ryšio paslaugas su visais judriojo (mobiliojo) ryšio operatoriais, ryšio paslaugas su visais fiksuoto ryšio operatoriais.

         Paslaugų tiekėjas privalo suteikti nepertraukiamą (24 valandas per parą) galimybę naudotis fiksuoto ryšio paslaugomis.

         Paslaugų tiekėjas privalo išlaikyti Fondo administravimo įstaigų šiuo metu naudojamus fiksuoto ryšio abonentinius numerius bei skambinimo tvarką.

         Paslaugų tiekėjas turi suteikti galimybę tarp visų Fondo administravimo įstaigų sujungtų abonentų tarpusavyje skambinti trumpaisiais numeriais.

         Paslaugos bus teikiamos 36 mėn. Abonentų skaičius – 2 500 vnt.
